They don’t have a listed rarity, since the raw resources needed to create them already have them, but since the cost of making one refined resource is several raw resources, their value is always higher than one of the raw resources that create them.
There is no city restriction on what Refineries can do, but it is significantly harder to get the city-exclusive raw resources from the other city to refine into their refined counter-parts, making them some of the more valuable trading items on the market.
Later features that will be added to Ascenders: Simulation will add more uses for refined resources. The exact details are still unknown, but they will fill another important role for crafting and advancing the resource and crafting game loop as you play.
