A hierarchical criminal syndicate known for their extravagance and violence, coming out of the sprawl neighborhood of Karalea, in the shadow of the Pharon tower. This is the faction people think of when they think of 'The Council' - 6 seats and controlled by The Journeyman, a boogeyman who is the opposite of the pompous and flashy Councilors that he commands.
Few even know his real name, and even fewer what he really looks like, and yet he rules the Karaleans completely, all plays against his power are met with with ghastly displays of brutality. Each major Councilor and associate receives a regular package from the Journeyman containing lavish gifts and a heartfelt card - casually including the kinds of details that could be only known by someone watching them sleep.
