Why demand a militia? [Dodd Room]

Interestingly, the gentry class who were responsible for fulfilling the ballot were exempt from being in the militia. But, they were expected to be the officers with ranks allocated according to their annual incomes.
They were expected to raise the men required for the militia and then give them all weapons and train them how to use them. The English Civil was just over 100 years ago and providing guns and training to the masses who were not land owners was viewed by some gentlemen as risky.
