Budgeting

No budgeting resources exist that explain how the budget process affects federal workers and technologists. Most of the budgeting resources that exist provide an overview of the federal process generally. A guide should be created that explains how the budget process affects a typical federal worker or technologist.

Procurement

The procurement resources we found assume a basic knowledge of what procurement is and various federal procurement systems. Many of the resources are also not specific to technology procurement. Based on our assessment, no resource exists that would help a technologist new to government understand what procurement is, how it affects their work, and how to successfully navigate the procurement process on the government’s side. This is especially problematic given the importance federal procurement processes are for federal technology projects and the current push for .

Human Resources

The human resources (HR) materials we found primarily explain specific government work policies. We were unable to find broader resources that explain the key ways in which the government workplace policies are different from those of private sector organizations, which would be helpful for technologists transitioning from industry.

Diversity, Equity, and Inclusion

We found some helpful resources on generally promoting diversity, equity, and inclusion within government. The resources spanned many aspects of diversity, such as age, sexuality, and political affiliation. However, we could not find resources specifically on building and supporting diverse tech teams, which can be a particular challenge given the lack of diversity in the broader technology industry.

IT and Cybersecurity

The Cybersecurity and Infrastructure Security Agency and the National Institute of Standards and Technology offer thorough resources on the best practices and requirements of government cybersecurity. An additional resource that may be helpful for IT is a single list or database of all the tools and platforms used across government. This may exist and simply not be publicly available.
