Budgeting

This section includes resources on the federal budgeting process, including an overview of the federal budget and guidance for agencies.

TOP RECOMMENDATION:

(Center on Budget and Policy Priorities) [Non-government] A brief overview of the federal government’s annual budget-setting process, including what the annual budget covers, the roles of Congress and the President, and common terms such as budget resolution, debt, and debt ceiling.

Resources on Budgeting Generally

(Government Accountability Office) A comprehensive glossary of terms often used in the federal budgeting process, as well as other helpful economic and accounting terms. It also clarifies how common terms are used differently in budgetary and nonbudgetary contexts.
(Government Accountability Office) Information about budgeting specifically targeted at federal agencies. Explains the differences between discretionary and mandatory budget authority; common legislative interruptions to the budget process; and strategies agencies can use for managing declining resources.

Resources on Budgeting Specifically for Technology Projects

(18F, a federal office that delivers digital services and technology products) A handbook for nontechnical decisionmakers on managing and budgeting for large government technology projects. Though this guide is focused on the state level, many of its concepts carry onto federal budgeting.

GAP ANALYSIS:

No budgeting resources exist that explain how the budget process affects federal workers and technologists. Most of the budgeting resources that exist provide an overview of the federal process generally. A guide should be created that explains how the budget process affects a typical federal worker or technologist.
