Skills Wiki for New Government Tech Employees

Gap Analysis

In 2023, the Aspen Tech Policy Hub developed a : a compilation of resources on the skills new tech employees need to succeed in government. The wiki seeks to bring together materials that federal agencies and other organizations have already developed – which are currently scattered across separate websites – into one place. This document is a gap analysis developed in conjunction with the wiki, highlighting areas in which we were unable to find adequate materials. We hope this document can help other organizations determine what new resources would be most helpful to develop.
Overall, we found four main gaps:
Resources on government norms and language specifically for technologists. While we found general human resources materials, we did not find resources that specifically help technologists from industry re-learn workplace norms in the government context. We also did not find a document that helps explain common government terms (like FYSA, which means ‘for your situational awareness’) for technologists.
Resources on networking and mentorship. We found limited material to help employees navigate networking and seeking mentorship.
Resources on important laws that affect the way employees get things done. While many one-off documents explain the individual requirements of key laws such as the Paperwork Reduction Act and the Freedom of Information Act, we could not find one resource that combines the most crucial, obscure laws new employees should know.
On-boarding documents for technologists. We did not find specific on-boarding documents for technologists that are publicly available. Some of these on-boarding documents may be internal to agencies.
We note that this analysis reflects our best research into public materials available online; it is highly possible that we missed some great resources that already cover some of the gaps mentioned. Our goal is that this can be a starting point for conversations about new resources that should be developed going forward.
