PRD - Task 4 - Proctor distribution logic

A system will be created that will assign near equal number of proctors to all the super proctors.

system will have

proctors - name, proctoring hours

super proctors name

total proctoring hours of proctors allocated to every super proctor

after proctor clears allocation phase he will be assigned a super proctor

system will only assign one proctor to super proctor matching at a time

system will assign super proctor which has least number of super proctor allocated

in case of tie, system will check 1(c) and assign to that super proctor which has least among them
