The promotion is mainly set up with item level, normally, the user pay amount is configured in DP admin. For this kind of items, we don’t need extra backend development for applying the promotion with them.

If the product that you want it participant with promotion is a product that the price may come from supplier side, like flight, hotel, bill (amount is either input by user / supplier respond), then we need to have group item id/virtual item id to make it apply the to promotion system, which will require extra development.
