The SAVVI Concept Model defines ‘Risk Factor’ as

Risk Factor
A single fact about a Person or Household that can be combined with others to categorise the risk of a VULNERABILITY , and predict NEEDs

Examples of Risk Factors include;
lives alone
has a Blue Badge
has Rent Arrears
aged over 70
not registered with a GP
no adult in the household in employment
A Risk Factor is a type of ‘Attribute’ so that it can be represented as a single fact about a Person or Household. An Attribute can be a simple ‘yes/no’, or it could have a single value.
Examples of Risk Factors with values could include;
number of bedrooms
number of incidents in the past 12 months
This Risk Factor approach supports data-minimisation so that only the necessary information is reused, using a precise unambiguous definition. Ideally, the organisation that has the information can pre-process their detailed case data into a set of attributes before passing them to the Lead Organisation.
