GMCA’s Supporting Families Data Mesh Project (SAVVI projects)
During the first week of this Sprint, Mike Thacker from Porism, SAVVI’s technical expert, drafted a SAVVI (Scalable Approach to Vulnerability Via Interoperability) review of Greater Manchester Combined Authority’s (GMCA) Supporting Families Technical Approach. This review summarises the SAVVI team’s understanding of how GMCA shares data from four member local authorities in addressing the requirements of the Department for Levelling Up Housing & Communities’ (DLUHC) Supporting Families Programme. This technical report will be added to SAVVI’s playbook with the SAVVI review of Wigan Civil Contingencies technical approach that was written a few months ago.
Visualisation of SAVVI Message Format (SAVVI Engagement Platforms)
Also in the first week, Mike Thacker’s, SAVVI Tech, colleagues at Porism worked on improving the visualisation of the SAVVI message format. A designer draft of the SAVVI message format diagram has been completed for review.
SAVVI Information Governance Framework templates (SAVVI Playbook)
In week one of the sprint, Andrew Humphries (SAVVI Coach) and Nailah Ukaidi (SAVVI IG) developed a set of draft templates from our information governance framework for use in the SAVVI rural and island child poverty project (see below). These templates included Purpose Definition, Project Structure, Data Quality Assessment, Outcomes Framework, Risk Policy, Data Flow Map and Purpose Compatibility Assessment. These will be added to the SAVVI playbook after further refinement via the SAVVI Data Enablers group.
SAVVI Rural and Island Child Poverty Project (SAVVI Project)
Week two of the sprint was all about the delivery of the first two of six workshops in the SAVVI Rural Child Poverty project with Scottish councils: Argyll and Bute Council, Angus Council and Inverclyde Council. The workshops welcomed observer participants from Orkney, Dumfries and Galloway, North Ayrshire and Falkirk, and also the following national partners: Scottish Government, Improvement Service and Public Health Scotland. The workshops were delivered by Andrew Humphries (SAVVI Coach) and Nailah Ukaidi (SAVVI IG).
The purpose of workshop one (held on 29 August) was to work with the group to complete the SAVVI Purpose Definition and Outcomes Framework templates, representing a consensus reached in the session. The aims of the first session was to
provide all participants with the opportunity to set out their views on the purpose of a vulnerability initiative to address rural and Island child poverty
define the purpose of the SAVVI project and to agree a purpose definition that is sufficient to guide the group through the remainder of the project.
Workshop 2, on 1 September, sought to define the vulnerability attributes that the project will consider, and reach an agreement on the ethical considerations for the project. The aims of workshop two was to:
Agree a list of data items (attributes) that the project will and could take forward through the SAVVI process.
Agree the ethical considerations and justification for the data reuse.
Develop a data flow map for the data that is proposed to be reused.
CDDO Vulnerabilities Cross-Government Working Group (SAVVI Adoption)
On 29 August, Shelley Heckman (SAVVI project Manager) met with colleagues from the Data Standards Authority (DSA) at Central Digital and Data Office (CDDO) to catch up on progress since the first Cross-Government Vulnerabilities Working Group meeting (held on 20 July 2023). The CDDO team has been updating the terms of reference and developing a work plan for the working group. These are being informed by the discussion held during the first meeting and by further bilateral engagement with a wide range of organisations, including government departments, local government, NGOs and academia. Shelley is in the process of writing a blog about the first working group meeting; this will be published in September. The next working group is now scheduled for Tuesday 3 October.
