Troubleshooting LMS downtime

Now that we have installed the LMS and we have everything running well, we need to account to what to do when the LMS or the Instance/Server is not functioning as intended or is down due to billing issues or resource depletion.
We can categorize these case into planned and unplanned downtime

Unplanned downtime

Unable to access the LMS at all (logging in)
Domain name unavailability
Server crash
Billing account has been closed due to unpaid charges

Planned downtime

Upgrading Instance resources to account for large lms usage demand
Instance disk storage has been filled to max
LMS load times are slow and pages take long to respond
Migrating LMS to different host account

Regardless of whether its planned or unplanned, we need to design a structure that covers how we handle the cases.
