Foundation and Plans for building larger HOA. Thinking forward to 5 acre lots or flying pear. Can bring utilities up the hill through flying pear to HOA, stub out electricity.
People could begin temporary living during a provisional 6 month period. At the end of to decide agreement that fits best. They may be LLC candidates (skills sets or money).
Draw up a site plan with clear boundaries. Lets walk it and flag. It would determine roads. First draft ready by mapping course (Last weekend in may). Develop road access to HOA.
Develop initial budget and action items for phase 1. Ask county about what it takes to permit a yurt.
