Purpose

This workspace is designed to facilitate attendance compliance efforts at
@HCCTS
via visibility, coordination, and project management.

Overview

The School must record student attendance daily for the purposes of compulsory education and state funding. If the recorded attendance meets all specific statutory and regulatory requirements, the School may report those records to claim apportionment, known as average daily attendance (hereafter “ADA”) (EDC
@§ 47612.5
). Additionally, we use a custom, digital attendance accounting solution, called the Highlands Brain (βrain app). To be fully compliant, CDE requires that our authorizer (
@TRUSD
) formally approves the solution. This is a mission-critical, cross-team, long-term goal. Excellent coordination is essential.
Goals:
@HCCTS
has an ironclad program policy and SOP for all attendance activities.
@HCCTS
has a fully-compliant, efficient, effective attendance solution that operates that policy.
@TRUSD
approves that solution.
@HCCTS
fully implements it.

Dependencies

Each level of the attendance solution depends on the antecedent level. For example, standard procedures depend on policy and technology. Changes in either policy or technology require us to revisit the resulting levels to ensure that the solution is optimized. Also note that rate of change in each level decreases as you move up. Changes in law are slow, relative to our strategy, and much slower relative to SOP changes.

The implication is that changes in the condition of any level requires a review of all contingent levels to ensure compliance is maintained.
