Introducing the SAVVI Playbook

Those that have been following us on the SAVVI journey will know that it’s been an intensive few months. Our project was funded to explore the scope for, and make recommendations on, potential sector-wide data standards that will help local councils (and their partners) to improve their processes to identify vulnerable people and target appropriate support to those in greatest need. The Purpose of the Playbook
The purpose of the playbook is to share the progress, findings, and recommendations from the SAVVI project (Scalable Approach to Vulnerability Via Interoperability), which was funded as part of the MHCLG COVID 19 Challenge Fund.
The content of the playbook is aimed at individuals in the following broad types of roles:
Service leaders with a responsibility for leading / tackling vulnerability; probably non-technical roles
Technical leaders who have one or more of the following roles:
System architecture oversight or support
Information Governance roles
Data Custodians
Suppliers of information products and services to the sector(s).

The key purpose and value of the SAVVI project is the definition and the evolving adoption of data standards. The benefit of a data standard is that it will allow more accurate, speedier and less resource intensive (less costly) processing of information across different processes and software systems. In the context of “vulnerability” and the COVID-19 Challenge, this is therefore about the ability to use information in identifying and supporting vulnerable people.
An Overview of the Content
The playbook includes some introductory narrative / explanation against each of the playbook’s key headings: The process, Standards and Catalogue. The playbook references some good practice example documents that were identified through the project; highlights a number outputs from the work and defines any emerging recommendations and data standards.
Process: this explains the recommended steps and roles to find and support vulnerable people. We cover the information governance steps in here too.
Standards: this explains the data models we recommend and how they can be used at different points in the process.
Catalogue: this contains best practice templates and resources that councils have given us to share.
The playbook is not complete, and is continually being updated. For a more comprehensive introduction to the playbook, please watch this video.
Next Steps for SAVVI:
In terms of the playbook, the future aspiration is to allow people to register with the site to become an interactive capability, to allow continued shared learning and continued sharing of good practice.
In terms of the immediate next steps for the project, we are keen to test and prove the process and standards with a couple of local authorities. Our hope is to:
prove that the standards and process work
drive out some useful products to support local authorities at different stages of the process to find, assess, and support vulnerable people and households.

In doing so, we are keen to work closely with Huntingdonshire District Council (our key partner from the start), and to identify (an)other partner(s) who we have yet to work with and have not been involved with the development of the SAVVI project.
