A number of Vulnerabilities could be covered under a single Purpose.

Each Vulnerability should therefore be expressed in terms of a ‘poor outcome’. Examples of Vulnerabilities could include

becoming homeless

unable to cope in an emergency

child not ready to start school

re-offending
