To ensure that new buildings, conversions, renovations and extensions (domestic or commercial) are safe, healthy and high performing.
To ensure that a property is safe, comfortable to live in, and energy efficient.
To control the built environment; it helps check that buildings are built to building regulations standards, protects people from unsafe practices, and educates building professionals, contractors and trades people.
In Malaysia, the main reference to building regulation is UBBL (revised 2021).
The Uniform Building By-Laws 1984 (UBBL) were first gazetted on 12 September 1985. The UBBL has since gone through several amendments, 2021 amendment being currently the latest amendment.
Although UBBL has been gazetted, it must be noted that in accordance with Section 133 of the Street, Drainage and Building Act (Act 133), the “State Authority” is empowered to make and issue Building by-Laws.
Key Provisions of UBBL
General Building Requirements:
The UBBL outlines specifications for building dimensions, floor areas, and ceiling heights to ensure adequate space and ventilation.
Regulations include provisions for natural lighting and ventilation, requiring buildings to have sufficient windows and ventilation openings.
Structural Safety
The by-laws mandate the use of approved construction materials and techniques to ensure structural integrity.
Requirements for load-bearing capacities, foundation design, and earthquake resistance are included to enhance the safety of buildings.
Fire Safety
The UBBL emphasizes fire prevention and safety, specifying requirements for fire- resistant materials, fire escapes, and emergency exits.
Buildings must be equipped with fire detection and suppression systems, such as smoke detectors, sprinklers, and fire extinguishers.
Accessibility
The by-laws require buildings to be accessible to people with disabilities, including provisions for ramps, handrails, and accessible toilets.
Elevators and other facilities must be designed to accommodate individuals with mobility impairments.
Sanitation and Hygiene.
The UBBL includes regulations for sanitary facilities, such as the number and type of toilets and washrooms required based on the building's occupancy.
Proper drainage and waste disposal systems are mandated to maintain hygiene and prevent contamination.
Energy Efficiency and Sustainability
Recent amendments to the UBBL focus on promoting energy efficiency and sustainable building practices.
Provisions include requirements for insulation, energy-efficient lighting, and the use of renewable energy sources.
Electrical and Mechanical Installations.
Standards for electrical wiring, lighting, and mechanical systems are specified to ensure safe installation and operation.
Authorities mandate regular inspections and maintenance of these systems to prevent hazards.
