Sustainable Communities

As a longstanding provider of services to communities (cities, regions, nations) BDO has been integrating the ESG transition into its service offering, among others in promoting the UN Agenda and the Sustainable Development Goal 11: Make cities and human settlements inclusive, safe, resilient and sustainable.

BDO sustainability services to communities range from supporting awareness-raising on SDGs to securing the financing of energy saving infrastructure investments. We support our clients at the different stages of their sustainability journey depending on the level of development of their capacity to meet the ESG challenges and their need for support.

Awareness raising & training

The awareness-raising programmes support the establishment of a common understanding of the sustainable development goals and the associated risks, regulations, and opportunities. BDO helps drive understanding of how these new challenges can become a competitive advantage and an opportunity for innovation and collaboration.

Governance setting and needs analysis

The vision of a city or a region, including for sustainability, is often decided at the political level and implemented by the administration. This functions well if both parties are aligned. With effective governance, priorities for action towards sustainability can be easily implemented through collaboration between the two levels and the different departments.

BDO can assess the functioning of the municipal/regional administration and the municipal/regional council both in terms of governance and efficiency. Organisational improvements are proposed ‘beyond hierarchies and structures’ in compliance with the legal framework and using a catalogue of measures to assess their impact (time, costs, organisation). This leads to smooth and effective horizontal collaboration between departments fostering innovation and added value to implement the sustainability journey.

Sustainable strategy & priorities

Cities or regions need to develop new strategies for implementing sustainable development. Mobility, buildings, water, waste, and air quality are just some of the areas to consider a holistic approach to the SDGs. BDO works as strategic adviser to identify the needs and priorities.

We assess the current situation, future needs, regulations, and develop different scenarios that will impact a range of stakeholders. For instance, BDO has been working in the framework of the EBRD Green City Action Plan as project manager, legal and financial adviser.

Master planning & financing

To replace outdated/energy inefficient infrastructure or to purchase new equipment, communities must prepare a phased master plan, with priorities and access to financing options. Knowing these options and choosing the most appropriate solutions is complex and has a strong impact on the future budget of the city.

BDO can prepare various scenarios also considering the possible sources of financing. We develop financial models, business plans and investment optimisation to conduct the best possible investments with the most appropriate financing.

인식 제고 및 교육

인식 제고 프로그램은 지속 가능한 개발 목표와 관련 리스크, 규제, 기회에 대한 공통된 이해를 확립하도록 지원합니다. BDO는 이러한 새로운 도전이 어떻게 경쟁 우위가 되고 혁신과 협업의 기회가 될 수 있는지에 대한 이해를 돕습니다.

거버넌스 설정 및 니즈 분석

지속 가능성을 포함한 도시 또는 지역의 비전은 종종 정치적 수준에서 결정되고 행정부에 의해 실행됩니다. 이는 양측의 의견이 일치할 때 잘 작동합니다. 효과적인 거버넌스를 통해 두 수준과 여러 부서 간의 협업을 통해 지속가능성을 위한 우선순위를 쉽게 구현할 수 있습니다.

지속 가능한 전략 및 우선순위

도시나 지역은 지속 가능한 개발을 구현하기 위한 새로운 전략을 개발해야 합니다. 이동성, 건물, 수자원, 폐기물, 대기질은 SDGs에 대한 총체적인 접근 방식을 고려해야 하는 분야 중 일부에 불과합니다. BDO는 필요와 우선순위를 파악하기 위한 전략적 자문 역할을 수행합니다.

현재 상황, 미래 요구사항, 규제를 평가하고 다양한 이해관계자에게 영향을 미칠 다양한 시나리오를 개발합니다. 예를 들어, BDO는 프로젝트 관리자, 법률 및 재무 고문으로서 EBRD 녹색 도시 실행 계획의 틀 안에서 일해 왔습니다.

마스터 플랜 및 파이낸싱

노후화되거나 에너지 비효율적인 인프라를 교체하거나 새로운 장비를 구매하려면 지역사회는 우선순위를 정하고 자금 조달 옵션을 이용할 수 있는 단계적 마스터플랜을 준비해야 합니다. 이러한 옵션을 파악하고 가장 적합한 솔루션을 선택하는 것은 복잡하며 향후 도시 예산에 큰 영향을 미칩니다.

BDO는 가능한 자금 조달원을 고려하여 다양한 시나리오를 준비할 수 있습니다. 가장 적절한 자금 조달로 최상의 투자를 실행하기 위해 재무 모델, 사업 계획 및 투자 최적화를 개발합니다.
