SB 743: As of July 2020 cities need to look at VMT as metric to do analysis not LOS = different way of looking at traffic and helps with looking at ghg emissions
baseline VMT will be high because of nature of town
Schools are located on extreme ends of town
2 private schools in downtown but most go to public
Discussion of agencies that will be affected: schools, fire dept, etc
Flooding in west Orinda
