“In accordance with the City's Purchasing Rules and Regulations, staff prepared and initiated an open and competitive Request for Proposal (RFP) for the update to the housing element and related studies and analysis. Unfortunately, the City did not receive any responses to the RFP. Upon staff's request, the City's existing affordable housing consultant, Baird + Driskell prepared a scope of work to prepare the update. Baird + Driskell identified Environmental Services Associates Inc. (ESA) as an experienced consultant for preparation updates to Health and Wellness and Environmental Hazards General Plan elements, as well as the required analysis under the California Environmental Quality Act. “
