Review of Policies in the 5th Cycle
Fair housing programs: The City of Newark CDD will develop and adopt a fair housing ordinance by FY 2023 for consideration of the Newark City Council. [Good]
New strategies seem good. Zoning for missing middle, AH development fund AHO zone, public lands for affordable housing, anti-displacement programs for Old-Town Newark specific plan, COPA, TOPA, and develop just cause eviction ordinance.
Policies and Programs:
They seem to have taken all of the best HE policies and programs we’ve seen throughout this cycle and included them here.
One big concern is the disconnect between the resilience efforts and their desire to put housing in Santuary West (Site 2 AKA Area 3 & 4)
Sites:
Site 2 Sanctuary West - We oppose this project in Area 3 and 4 because it is on wetlands with only one egress and at high risk of flooding.
Site 3: NewPark Mall Phase A is too low density. 3.98 acres with a max allowable density of 80 units per acre.
Site 4: FMC Willow doesn’t have any allowable density but is 12.6 acres although in an unusual shape and near RR tracks.
Site 5: is 19.7 acres with max density allowable of 30 units per acres. It’s right next to wetlands and already under construction. There is a park near the wetlands that serves as a stormwater control basin. Not sure how they’re doing with high tide and high rain.
