It is not a bible or a definitive guide, since some of the new mechanics of the game have yet to be unravelled and a lot of testing is required to find the optimal builds & teams. The translation of a lot of mechanics is also not accurate, so we won’t know how things actually work till we test them out. Please use this as a way to try out new teams and playstyles rather than a manual for how the game should be played. This game is somewhat skill based, so some builds might work better for your playstyle than others. There will also be times where it might be worth tweaking your builds for specific endgame stages, so please keep that in mind. Team building is very dependent on your roster and the recommendations listed in this guide are only suggestions for experimentation as opposed to optimal team recommendations from extensive testing. The featured 4* weapon refreshes daily, so make sure to always keep 300k available if you really need the weapon. Acacia - Kaguya
Tier: SSS+
She has one of the best AOE clears in the game with her standard skill which does a lot of frost damage and, with the 2nd cluster unlocked, can freeze multiple enemies at the same time. Her ultimate and support skill can pull enemies which makes her incredible for utility, especially with stages with tanky mobs or multiple elite enemies. She is a good general support with her 5* weapon, Pine Aurora, as it buffs the damage taken by the target by 15% when you use her support skill. Unlocking her neuronics is the highest priority, since that’s where most of her strength lies. With the introduction of Amarna Squad, she is now a universal support that can fit in any team and a must pull if you want to rank high in Neural Simulation.
Manifestations
M2 is the only big change for the support build, her resistance shred makes her invaluable for team building especially if combined with Pine Aurora’s 15% damage buff. Aside from that, her manifestations do not have a big impact so they’re not a high priority. You can prioritize farming shards of other characters instead.

Chenxing - Ethereal Cloud
Tier: SSS
Ethereal Cloud is mainly good at AOE DPS for mobbing and for bosses with multiple parts, but suffers when bosses don’t have any parts. Her support skill is decent for paralyzing enemies and recovering some U-energy, but not as good as Wednesday’s paralyze duration. Her ultimate is good for resetting duration of slips, but doesn’t deal enough damage to make a build around it. Most of her damage comes from increasing ballistic damage since that’s what the slip detonation damage is scaled off of.
Manifestations
M3 is a good stopping point if you want to farm her shards, but she does her job well without any manifestations.

Cherno - Enigma

Enigma is a top tier DPS with very high burst damage from her detonation skill, decent AOE mobbing capabilities with void orbs and a strong support skill. She has a pretty fun rotation with building her Enmity stacks and detonating them. With her signature 5* weapon, she dishes out a lot of damage and she has a lot of flexibility for support choices as well. She’s a great pick overall for all players.

The best healer in a game where healing doesn’t matter. However, she does give a really good buff with her signature weapon at M1, which makes her useful, but not even close to as good as Kaguya or Shadow Ka. She’s alright.

Fenny - Coronet

Coronet is the best shotgun character in the game with lots of utility and an incredibly good support skill. Pretty much everything about her kit is really useful. She can stagger and paralyze multiple enemies with her skills, she can buff the whole team’s rate of fire and she does a lot of damage with the increase rate of fire & damage buffs from her standard skill.
Manifestations
She gets better with every manifestation in a pretty big way. I recommend farming her shards. M3 is good, but M1 is a decent stopping point as well if you want to farm another character’s shards.

Fenny - Starshine
Tier: SSS+
Not only is Starshine an incredible Ballistic DPS Support, but she also removes the need for reloading. I cannot stress enough how big of a change not having to reload is for the meta of Snowbreak in V2.0. Ballistic DPS like Coronet and Ethereal Cloud have made a massive comeback, and this is opening all new builds to test for other operatives as well. She’s definitely a top tier support and you would want to unlock her support neural skills ASAP along with pulling for her Signature weapon if you can. After testing her potential DPS builds, it is clear that she is meant to be a support character, especially with her special ammo not working with some abilities like Little Sunshine’s Support Skill aptitude. I do have to stress that if you care about meta and neural ranking, then there is no scenario where you would use her as a DPS over Support for speed runs. She takes 5-6 times longer to kill the same boss that Lyfe IS kills in seconds with Starshine as support. If you want to just play her as a DPS because you like her, then you would want to use her with Shadow Ka with Alloy Truth and Tess, also preferably with Eccentric Joker. You won’t be ranking in the top 0.1% though. If you really like Fenny as a character, not this specific version of her, then I recommend playing Coronet as main DPS instead, who’s competing with the top tier DPS in the meta currently.

Hush really needs her manifestations for the ultimate laser DPS build. Without M3, it would be hard to justify ever using her ultimate in difficult stages. M4 is a good stopping point for farming her shards, which is when her ultimate starts paying off for all the trouble it takes to safely use it.

She’s extremely versatile and will likely remain useful for a long time. Her DPS in the standard skill is very high with an optimal team and she’s got a massive ass (I pulled her on Day 1).

Lyfe - Infinite Sight
Tier: SSS+
Infinite Sight is a very fun dual gun character who just shoots and dodge all over the map. Dodge shot is her main source of ballistic damage and her kit is all about managing dodge shot charge optimally, which means using dodge shot right when you reach 60 charge and ensuring you have at least 10 bullets in your magazine for full Deiwos effect. She has very high DPS potential, but it is a little bit up to player skill at low investment. She can also be a decent support with stun CC and final dmg buff with her support skill.
Optimal Rotation: Standard Skill to apply Instant Insight -> Dodge -> Shoot to build Dodge-Shot Charge -> Dodge at 60 charge with at least 10 bullets in magazine → Repeat Shoot+Dodge Shot till Standard Skill is up and start the whole rotation again.
Though, the optimal rotation is actually hard to pull off in actuality. I recommend squeezing in 4-5 Shoot+Dodge-Shot rotations between Standard Skill+Dodge Shot, so ideally whenever you use your Standard Skill in your rotation, you have full ammo.
Fenny Starshine did skyrocket her DPS like crazy, so time to farm her optimal logistics because she’s going to be in meta for a while.

M2 is a must. Farm asap.

Use Dodge Shot with optimal rotation while managing your Dodge Shot charge and ensuring you always have 10 bullets in magazines for Deiwos.

Wild Hunt is an SMG character, which is the worse weapon type for the endgame, but her skills eventually make up for it with enough investment. She becomes a great DPS at M1 and even better at M4. Her crowd control also makes her very desirable for Titan boss fights in endgame stages. She needs M1 to be SS Tier, otherwise she’s S Tier.
Note: She can use Navigator, but the issue with this logistic set is that it’s terrible when the enemies are immune to frozen.

As I mentioned above, M1 is a high priority. You want to farm those shards asap.

Swift is easily the most fun character in the game for me, her highly mobile playstyle is really fun. She really excels at destroying shields, so she is very good against bosses like Beauvoir and Katya. With M1, you don’t even have to aim for a while after the first ADS shot on a weakspot. Her ultimate is incredible for AOE clear and the interrupt & cleanse effects on her support skill make her a great support for certain enemies too.
Manifestations
If you’re going for the Dharma build, then you should rush M1 as that is when her kit really feels good to play. Highly recommend getting at least M1, but M3 is a good stopping point even though all of her manifestations are useful.

Mauxir - Shadow Ka
Tier: SSS+
Shadow Ka has an insanely good support skill which flat out gives you a 10% multiplicative damage buff (20% at M5) which is extremely good for every ballistic DPS character when they attack the summoned Kebechet. You can trivialize mobile bosses or bosses which have weakspots that are difficult to hit. The slow and damage on the ultimate is also pretty good for Jotun Tunnel. She’s great for Neural Simulation as the potential for damage increase is really high with her buffs compared to Kaguya. Though, she’s not very good at supporting skill-based DPS like Absconditus, so that makes her a little niche. I recommend getting HP weapon parts and maxing out her HP. Amarna squad is a really good logistic squad unlike the previous event logistics, so I recommend farming at least a few good sets with optimal substats if you can.

M1 is a must, M3 is highly recommended for the extended duration. M5 is incredible, especially if you like using multiple ballistic DPS characters. That extra 10% is pretty huge when it stacks on top of every other buff.

Siris - Ksana
Tier: SSS+
Siris got two massive buffs for her 5* version, Ksana. She relies on ultimate skill spam for DPS and building resilience stacks from her standard skill, which is kinda similar to Cherno’s kit. She’s a great thermal DPS and a pretty decent unit to invest in. However, even after the buffs, she doesn’t match up to the DPS of Yao, Katya or Cherno. She’s the only in the meta because π - Purified is literally a boss designed for Ksana to be the best pick for Neural. Her signature weapon is decent after buffs, but I only recommend pulling for it if you really like Ksana and you already have 5* weapons for all the SSS+ tier characters.

Vidya - Agave
Tier: SS
She’s a great sustain skill DPS powercreeping Haru. Her kit is pretty simple, you just have to remember to use another operative’s support skill to skip standard skill phases and to build stacks before using her ultimate skill for nuke. So far, it seems like she’s a niche DPS meant for part breaking bosses, but she’s still not the best DPS for them since we still have Chenxing - Ethereal Cloud. She’s not a must pull, but if you like her playstyle and character, she’s pretty useful in content other than Neural Simulation. If you do pull her though, you might want to consider pulling for her T1 sig weapon since it has around 30-35% increase from the T5 event weapon depending on who your enemy is. However, there’s no content where you would need the extra DPS from 5* weapons to kill mobs.

Yao - Winter Solstice
Tier: SSS
Winter Solstice used to be the highest DPS character at low investment. With M1 and Space Cowboy, her DPS is unmatchable during her ultimate. Her playstyle is very much a classic sniper style, which some might find boring, but she does have cool animations. Her support skill is a very good battery for skill based main DPS chars, but she’s going to be the main DPS of your team most of the time. No doubt, she used to be a no brainer to pull her from the free selector if you didn’t get her from your beginner banner or free standard pulls. She has now been powercrept since V2.0 and you’re better off investing in other characters based on the current tier list.
Manifestations
Highly recommended to rush M1, she’ll be doing great damage at M1 even without Space Cowboy. M2 is a good stopping point, if you want to prioritize other characters.
Note: M2’s description is incorrect. The cooldown of standard skill during ult reduces by 3 secs to 5 secs.
