Елеонора Запрова, последна директорка на Британскиот совет во Македонија, за активностите на Советот во периодот 1996 – 2022 година

Во периодот од 1996 – 2022 година, канцеларијата на Британскиот совет во Македонија континуирано ги поддржуваше напорите на македонските образовни институции во воведувањето и изучувањето на англискиот јазик како прв странски јазик во образовниот систем. Исто така Британскиот совет нудеше поддршка за наставниците и овозможи пристап до меѓународни тестови по англиски јазик и квалификации за студенти и професионалци. Во текот на дводецениската работа, организацијата овозможи пристап до полагање на палета меѓународно признати испити (PET, FCE, CAE, CPE, IELTS, UKVI) по англиски јазик и други квалификации (ACCA, CFA) потребни за академски и професионални цели.

Преку обезбедување поддршка и експертиза од Обединетото Кралство, оваа организација учествуваше во реформите за воведување на англискиот јазик во прво одделение, како и воведувањето на матурскиот испит и оценувањето на познавањето на англискиот јазик во средното образование. Воедно, преку соработка со Филолошките факултите во државата и неформалните здруженија на наставници, Советот активно учествуваше во поддршката за подигање на квалитетот на наставата по англиски јазик преку можности за континуирана поддршка на наставниот кадар.

Посебен сегмент во дејноста на Британскиот совет беше поддршката за континуирано стручно усовршување на наставниците по англиски јазик со цел подобрување на квалитетот на подучување и учење во нашиот образовен систем. Над 2000 наставници и стручни лица од државниот и приватиот сектор ја искористија можноста за надградување на своите знаењата и унапредување на методолијата и праксата во наставата по англиски јазик преку формални обуки, здобивање квалификации, вмрежувања и учество во стручни заедници и други неформални активности за континуирано стручно усовршување. Голем број наставници сѐ уште секојдневно ги користат глобалните бази на ресурси за подучување на англиски јазик на деца и возрасни.

Британски совет беше активно вклучен во основањето и развојот на Асоцијацијата на наставници по англиски јазик (ЕЛТАМ) и Македонската асоцијација за квалитет на наставата по странски јазици (МАКС), кои пружаат поддршка на наставниците и училиштата за странски јазици со цел подигнување на стандардите за изучување на англискиот јазик.

Организацијата во партнертво со сите горенаведени актери во формалното и неформалното образование даде свој придонес кон подготвување на младите со знаења потребни за 21-от век, кога познавањето на англискиот јазик останува да биде клучна вештина за понатамошно образование и професионалниот развој во сите области на делување.

The beginning of this period was marked by the ethnic conflict which had just been resolved with the Ohrid Agreement in 2001. As a result of the political and economic uncertainty caused, there was a high level of unemployment in the country and many people aspired to finding work outside the country or with one of the many international organisations that had arrived in the country following the conflict. Knowledge of English was often one of the key skills required by employers and this drove the development of a large industry of English language teaching in the country. In Skopje almost every group of apartment blocks seemed to host a language school and the amount of money invested in language learning, the number of language schools it supported and the employment of teachers it provided seemed to represent a remarkably large part of the economy.

English language also played a part in school and university education. Skopje hosted a number of schools that used English as the medium of instruction, including the Josip Broz Tito High School which offered the International Baccalaureate. In the state education system, most students learned English. English medium universities such as the South East European University in Tetovo had also been recently set up and there was a long tradition in English language teaching in the large well-established English language department at the Ss. Cyril and Methodius University of Skopje.

All this indicated a strong motivation for learning English and a comparatively high level of attainment in the English language.

During this time, the British Council opened a full operation in Skopje, appointing a UK Country Director and working in the arts, English and education. This included the appointment of an English language project manager for the period 2002-2004 in recognition of the potential for English language activity in the country. The British Council’s aims were to support the development of English language teaching in the country and to encourage engagement with the international English language teaching community.

One way in which this was done was by working with English language schools in establishing MAQS (the Macedonian Association of Quality Services) which aimed at establishing standards for language schools in the country and accredit the quality of schools through an accreditation process. This involved a partnership with EAQUALS (the European Association of Quality Language Services

) which provided training and consultancy on setting up an association and on managing school inspections. Through this MAQS was connected to international experience and expertise.

The work of English language teaching associations is also important in providing opportunities for the development of English language teachers. ELTAM (English Language Teachers’ association of Macedonia -

ELTAM⁠

) was already active, running an annual conference, a newsletter and various events. Through a grant from the British Council ELTeCs (English Language Teaching Contacts Scheme) an international workshop took place in Skopje in 2004 which involved English language teaching associations from countries across the Balkans and as far afield as Georgia and Ukraine to share good practice and develop plans for the sustainability of their associations.

The British Council also managed the Peacekeeping English Project (PEP) in Macedonia at this period. This supported the English language training of military personnel to enable them to participate internationally in peacekeeping missions and also supported the integration of the country into NATO.

The British Council also managed IELTS examinations, which were in great demand at the time as they were one of the qualifications required for study and work in English-speaking countries.

In discussions with the English language department of the Ss. Cyril and Methodius University of Skopje, aimed at identifying where the curriculum might need to be updated, the British Council agreed to fund a consultancy to work with a team from the university to develop an English language writing syllabus. This recognised that writing skills were not a focus in the school system, either in the first or in foreign languages, but had become more important both for study and work. The project involved staff from the university working with a UK consultant with expertise in the field of writing skills.

In the summers of 2003 and 2004, the British Council also ran summer schools on Drama in ELT in Ohrid, with a number of other workshops during the year and a drama festival for school students held in the national theatre in Skopje. This generated great enthusiasm among teachers and students, as well a bank of collaboratively produced materials for using drama in the ELT classroom. The project demonstrated the creativity of many teachers and students and encouraged a more innovative approach to teaching and learning that many teachers wanted to see.
