User Account Control is a Feature included with HP. Our Sites Pop up as soon as you start chrome. Some Public Sites will be Open. But, if you are an Employee, most people seeing this are* You will have Employee Locked Sites. Some Sites will be Open to you, but you have to request them.

Trying to Open a Site with No Permission will get you banned
