Governance Proposal Introduction:

The governance proposal outlined here aims to establish a structured framework for organizational governance, drawing inspiration from the principles articulated in the Game Guide. This framework introduces a system of certifications and clear guidelines designed to foster active participation, accountability, and transparency within our community. Central to this proposal is the enhancement of Governance of the Commons and the empowerment of "Voting Power," as delineated in the Game Guide.
This proposal initiates elections through "Certifications of Confidence" (CoC), categorizing members into distinct roles within the organization's hierarchy. Gestating Members, comprising the first three individuals or organization representatives forming the Main Holons, are designated as Central Council Members or Vision Guardians. Their election requires a minimum of 9 "certifications of trust" and an overall score exceeding 7.7. Co-Managing Members, consisting of the subsequent nine individuals or representatives, serve as General Focusers or Members of the Central Council, needing at least 3 external "Certifications of Trust" and 2 certifications from Managing Members, with an overall score above 7.77. Other Co-Managing Members encompass all other contributors within the Principal Holons, eligible based on varying certification criteria.
This framework aims to establish comprehensive governance and operational structures that enhance collaboration, transparency, and effectiveness across all organizational levels. It lays the groundwork for a cohesive community governance model, ensuring alignment with collective objectives and fostering a culture of active engagement and responsibility.

Certifications of Confidence (CoC):

Gestating Members: The first three individuals or representatives of organizations forming the three Main Holons. They require at least 9 "certifications of trust" and an overall score above 7.7 for election as General Managers or Vision Guardians.
Co-Managing Members: The next nine individuals or representatives from the Main Holons. They must present at least 3 external "Certifications of Trust" and 2 certifications from Managing Members, with an overall score above 7.77 for election as General Managers or General Focusers.
Other Co-Managing Members: All other individuals or organizations involved in managing or co-creating within the Principal Holons. Their election criteria vary based on the certifications they hold.

Empathy and Sensitivity: Understanding and addressing the needs and concerns of all stakeholders fosters a supportive community environment.
Rejection of Corruption: Absolute rejection of any form of corruption, both public and private, is fundamental to community integrity.
Prevention of Illicit Activities: Commitment to preventing money laundering, drug trafficking, and other illicit activities ensures community safety and legality.
Respect for the Law: Adherence to local and international laws and regulations is essential for community integrity and stability.

Organizational Structure:

The governance structure incorporates thematic and operational matrices, which facilitate research, knowledge exchange, strategy development, and operational management within the organization. These matrices ensure coordinated action and accountability across different functional areas, supporting the achievement of organizational objectives.

Community Governance Principles

Our organization is built on clear structures with defined functions and roles linked to each of them. This ensures that every member understands their contributions and responsibilities, fostering harmonious collaboration and coherence in our actions towards achieving common objectives.

Foundational Principles for General Managing Members:

1. The degree of investment in time, experience and labor is directly proportional to the number of political rights and interference in decision making while maintaining equal opportunities for all.
This means that community members who invest more in the project have more political rights and a greater ability to influence decisions made in the community. The objective is to encourage greater participation and engagement of members in the project.
2. The rights to be heard, to dissent, to propose, and to establish mechanisms of consultation with a view to achieving the approval of the entire membership require that the right of voice has been conferred. The right to speak is acquired through the contributions, missions or seals that are conferred.
All members have the right to be heard and to propose ideas, but only those who have been recognized by the community as active contributors have the right to a voice. This means that members must have made significant contributions to the project before they can have an active role in decision making.
3. The right to speak does not mean the right to vote. The right to vote is conditioned to the time of work, participation, experience, commitment and contribution to the needs of the community. Once the right to vote has been acquired, this vote may be worth up to a maximum of ten votes.
Having the right to speak does not mean that members have the right to vote. Voting rights are earned through time, commitment and contributions to the project. In addition, one member's vote may be worth more than another's, depending on his or her history of contributions and activities.
4. All members are entitled to promotion within the community according to their recognition by the community members, contributions in time or work.
All members have the opportunity to move up within the community based on their contribution history and work time. This means that those members who demonstrate continued commitment and make significant contributions can advance within the community and gain more rights and responsibilities.
5. The reputation, suitability, prestige and social recognition of some members make them holders of the right to vote with binding force.
Those members who have proven their worth and have been recognized by the community as trustworthy and with a solid reputation may be entitled to vote according to their recognition. This means that their vote may carry more weight than other members.
6. Absolute transparency and accountability.
Transparency and accountability are essential to ensure the trust and credibility of the community. All members must be transparent in their actions and accountable for their decisions and contributions.
7. Clarity in the performance of roles, responsibilities and commitments to the authorities, individuals, communities and stakeholders involved in the project.
All members should have a clear understanding of their roles, responsibilities and commitments within the project.
8. Sensitivity and empathy for people's needs, concerns and interests.
The community must be committed to the society in which it operates, and be attentive to the needs and concerns of the people around it. It is necessary to take into account the interests of stakeholders and work together to achieve solutions that satisfy all parties. Empathy and mutual understanding are fundamental values that should guide the conduct of community members.
9. Absolute rejection of acts of public and private corruption.
Corruption is an evil that seriously affects society and the development of companies and organizations. Therefore, it is essential that the community is committed to not engage in any type of corrupt act, whether in the public or private sphere. We must act with transparency, ethics and honesty in all our activities, and reject any attempt at corruption.
10. No contribution to money laundering, drug trafficking, crime, criminal finances, illicit economies and financing of terrorism.
The community is committed to not participating in illicit activities that affect the security and stability of society. It must work to prevent and detect any attempts at money laundering, drug trafficking, crime, criminal finance, illicit economies and terrorist financing, and take measures to prevent these activities from taking place. The community must be an active player in the prevention of these crimes, working together with the authorities and society in general.
11. Respect for the law and regulations.
The community must act at all times within the framework of the law and established norms. National and international legislation must be respected, as well as the community's internal rules. Legality is a fundamental value that must guide the conduct of community members, and any deviation from this principle must be sanctioned.
Our organization is based on clear structures, with defined functions and actors linked to each of them.
The assignment of spheres, holons and roles corresponds and belongs to organizing ecosystem. Therefore, no person, group of persons or team can be separated from this condition.
Each person contributes in a specific way considering his or her individual functions and contributions, so that the harmonious collaboration and the coherence of our actions and work contribute to the achievement of common objectives.

Matrices

The organization's matrices represent the general and global lines of action where individuals with specific knowledge, skills, and experience converge to achieve organizational objectives. They serve as structured frameworks that group together individuals based on thematic or operational competencies, ensuring a cohesive and effective approach to organizational management.
Thematic Matrix
Focused on specific topics and areas relevant to the organization, the Thematic Matrix is composed of individuals with expertise, experience, or interest in particular subjects. Its primary functions include promoting research, facilitating knowledge exchange, and developing strategies within its area of expertise. This matrix plays a crucial role in identifying trends, generating proposals, offering advice, and contributing to strategic development aligned with organizational goals.
Operational Matrix
Responsible for managing and executing operational activities essential for the organization's effective functioning, the Operational Matrix consists of a multidisciplinary team with diverse skills and knowledge in various operational domains. Its main objectives encompass planning, coordinating, and implementing actions necessary to achieve the organization's objectives and fulfill its responsibilities. Key functions include financial administration, event coordination, project management, and internal and external communication.
Each matrix operates with specific responsibilities and functions that complement and coordinate with one another to achieve overarching organizational objectives. The dynamic interactions within each matrix define its scope based on the collective skills, knowledge, and experience of its members. Accountability for actions, decisions, and results rests with the members and organizations associated with each matrix, ensuring alignment with organizational goals and responsibilities.
In summary, the Thematic and Operational Matrices form essential components of our governance structure, facilitating strategic focus, operational efficiency, and accountability across all organizational activities.
