This process is a hybrid version between the and the . The following process is to be applied in the Global DAO equivalent to a General Assembly of members, i.e. Tier 1 proposals. Step 1 : Ideation
A person/group/guild has an idea for a proposal They verify that their proposal doesn’t violate any of the non-negotiables They call for collaborators to elaborate on that proposal That step must include people / groups that would be affected by that proposal (stakeholders) That step must include the relevant experts The experts can ask for support from their mentorees
Step 2 : Vetting
Once the proposal feels complete, it is validated by 3 separate moderators based on step 1’s criteria Those are picked at random from a trusted pool of moderators (min one from Tier 4) The moderators don’t know who else is vetting a specific proposal Vetting is about 1) does it violate the core principles and 2) did it follow the process Moderators are rewarded for this work If the proposal doesn’t get the OK from all 3 moderators, they communicate why they didn’t give the OK and the proposer has to go back to the drawing board or withdraw their proposal
Step 3 : Vibe check (optional)
The proposer brings the proposal to the larger community for improvements / vibe check
Step 4 : Scheduling the execution - Delay period (1 week)
During the delay period, the community can challenge the proposal based on the core principles, in which case the “council - relevant experts + community leaders (those with the most ‘voice’)” is called upon to review the evidence, i.e. verify that the objection is valid If the objection is valid, the proposer needs to either withdraw the proposal or adapt it to integrate this objection If the objection is not valid, then the proposal gets executed
Step 5 : Execution
After the delay period, if nobody voiced a valid objection, the proposal gets through and is executed
