ADVOCACY STATEMENT (CREDIBILITY, EMOTIONAL IMPACT, AND LOGICAL EVIDENCES)

Our advocacy stems from animal welfare as a reflection of shared responsibility among members of the community. In addition, with the acknowledgement of animal laws and supporting factors such as pet ownerships and humane treatments, our advocacy strives to protect animals by having ethical responsibilities and standards that are needed to be upheld within the community, afforded by the Animal Welfare Act (Republic Act No. 10361) as a legal grounding for reinforcing animal protection.
We aim to foster a culture of empathy and awareness within our communities, transforming indifferent streets into safe havens where every animal receives the medical care, nourishment, and protection they deserve. By educating the public on responsible pet ownership and the importance of volunteer and rescue work, we can bridge a gap between neglect and hope. As we strive to build a nation where animals and humans coexist in harmony, we must also demand accountability from those in positions of influence and leadership. Ensuring a comfortable and dignified life for our stray friends is not a matter of charity, but a fundamental responsibility of a compassionate society.
There are an estimated 12–13 million stray dogs in the Philippines, with 100,000–500,000 more added each year, mostly due to abandonment. Reports of animal cruelty are also widespread. PAWS recorded over 7,000 cases from 2010–2017, while CARA Welfare reported 3,000 cases in 2020 alone. PAWS receives around 40 abuse reports daily, yet very few cases are formally filed because of weak enforcement and low public participation. Although 94% of Filipino households own pets, adoption rates are below 1%, leading to neglect and abandonment. While the Animal Welfare Act exists, penalties remain insufficient and reporting is often avoided. This is why our advocacy exists—to give a voice to animals who cannot speak for themselves.
