Description of TFS Roles and their

Performance Assessment Criteria


This document aims to outline the knowledge, skills and competencies expected to be demonstrated by employees and contractors assigned to a specific role.
Each employees’ or contractor’s performance is to be considered according to this criteria.

Overview

The four roles included in this document correspond to the following titles:
AI Governance Analyst (0-2 years relevant professional experience*)
AI Governance Associate (2-6 years relevant professional experience*)
Senior AI Governance Associate (6+ years relevant professional experience*)
Director, ‘X’ (function or program) (Performance also based on achievement of TFS OKRs (co-agreed by employee and the CEO/President)
*Estimated experience required for the position. Relevant experience implies that which is directly applicable for the position and it may include PhD/doctoral research. Assessment of the level within and across roles is at discretion of TFS executive team.
Note that meeting expectations does not automatically imply promotions between roles, since this depends on the teammates’ readiness as well as TFS needs and budget.
The criteria outlined illustrates the expected knowledge, skills and competencies that an employee or contractor should demonstrate to successfully meet the responsibilities of the role. His/her/their performance should be evaluated based on the respective criteria.

2-6 years relevant professional experience
Consistently delivers a wide range of tasks (linked to outputs such as papers, presentations, events, communications, memos, internal projects) on time and meeting the predefined expectations set by managers.

Strong and increasing levels of knowledge in AI governance topics, ecosystem, dynamics, and actors, including their technical causes and expertise in one or more of these areas. Increase in level of knowledge demonstrable within six months
Knowledge of relevant research sources supports research and presentation preparation
Thorough understanding of Ideas put forward by TFS, proposes new Ideas and assesses Ideas proposed by others
Basic and increasing levels of technical understanding of deep learning and machine learning demonstrable within six months
Drafts viable initial versions of written work and presentations due to strong writing, research and analysis skills. Basic use of analytical frameworks and shows improvement in structured writing and presentation format.
Develop outlines and text for new reports or presentations with increasingly limited input from team
Limited editing and feedback is required regarding the quality of writing which is: accurate, concise, structured and clear in initial drafts
Detail-oriented: work has limited number of mistakes and shows improvement over time
Ownership Works with supervision of senior staff to contribute or drive tasks in work-stream with consistent and clear communication with collaborators and supervisors. If PM, organization of project documents, folders, project management tools, invoices, etc.
Timeliness of completion of project milestones.
Planning & forecasting: With support of senior staff, support development, monitoring, and continual updating of project timeline, staffing & resources. Contribute to risk identification and mitigation strategies.
Contribution and awareness to impact planning & assessment efforts led by PM or senior staff
Support Director to specify scope of tasks
Crisis management, agility, adaptability and flexibility - Demonstrated support for challenging and changing situations using communication, decisions and activities in a way to shift to beneficial outcomes.

Basic technical understanding of AI including general purpose AI systems with emergent capabilities.
6+ years of relevant full-time work experience (or PhD equivalent), at least 2 years of which are in AI policy or governance, for example in government, research institutes, law firms, consulting, AI labs, multilateral and/or civil society organizations.
Experience in project management, managing junior colleagues, and collaborating with external partners and stakeholders.
Strong policy research and analysis skills, demonstrated by experiences such as tracking and drafting policy memos, and providing legislative or government feedback.
Strong interpersonal communication skills to collaborate and represent TFS with high-level international stakeholders, including leading or participating in workshops, conferences and presentations.
Experience or interest in coordinating and convening stakeholders towards community building, including event organization.
Experience conducting impact planning and assessments is a bonus but not required.
Full professional working proficiency in English including excellent written communication
Consistently delivers full range of outputs (papers, presentations, events, memos, project management, fundraising plans & actions, external communications etc.) which meet and often exceed expectations and are on time with very limited guidance and feedback
Consistently demonstrates ownership and independence in leading work-streams, tasks, organizational and content-related projects without or with very little guidance, check-ins or feedback from Directors

Develop novel insights, lead and complete work-streams/tasks efficiently due to strong topical knowledge. Knowledge of research sources enables efficient composition and delivery of complete projects with very limited input from the leadership team beyond editorial guidelines
Thorough understanding of Ideas put forward by TFS, proposes new Ideas and assess Ideas proposed by others
Strong knowledge & network enables to present work in international conferences and discuss complex AI governance topics credibly with external collaborators
Strong technical understanding of deep learning and machine learning demonstrated within six months
Excellent demonstrated capability to speak and present publicly representing TFS at events (conferences, media interview, seminars)
Written work and research time required is optimized due to strong knowledge, research writing and analysis skills, use of analytical frameworks and methodologies
Consistently develops near-complete drafts with very limited input or editorial from team and effectiveness in delivery and execution
Analytical mindset able to analyze and communicate complex topics and contribute nuanced and insightful, novel perspectives; use of analytical frameworks
Very limited editing and feedback is required regarding the quality of writing which is: accurate, concise, structured and clear in initial drafts
Detail-oriented: work lacks mistakes and is near-complete at first draft
Ownership of assigned tasks with very limited input by Director staff in day to day project activities. If PM, comprehensive organization of project documents, folders, project management tools, invoices, etc. Active quality control work including that of others.
Timeliness of completion of milestones and early identification and leadership in monitoring and effective mitigation of disruptions and risks.
Lead work-streams independently with very little guidance from Directors/President.
Planning & forecasting: If PM, development, monitoring and continual updating of project timeline, staffing & resources, including continual risk identification & management.

Crisis management, agility, adaptability and flexibility - Independently or with limited support from Directors manages challenging and changing situations using communication, decisions and activities in a way to shift to beneficial outcomes.
Budgeting & resource management: If PM, project is within budget as set out in proposal including staffing resources.
Team (including PM) time and resources are spent efficiently and effectively.
Systematic communication to ensure expectations are aligned.
Management: Baseline and improving skills in management and constructive feedback to junior teammates
Supportive of business development and fundraising activities, including the development and implementation of TFS-wide and program specific fundraising strategies & plans, impact planning, and, and engaging with existing & potential donors, partners, and sponsors in a professional manner
Strong communication skills and relationship building demonstrated with internal and external actors
Fundraising-oriented with awareness and proactive anticipation of external partners’/donors needs and framing these as fundraising or development opportunities (e.g. identifying and initiating internal activities or work-streams)

7+ years of relevant full-time work experience (or PhD equivalent), at least 3 years of which are in AI policy or governance, for example in government, research institutes, law firms, consulting, AI labs, multilateral and/or civil society organizations.
Demonstrated experience (i.e. 4+ years) in project management, managing junior colleagues, and collaborating with external partners and stakeholders.

Leadership of work-streams and outputs which are completed independently and efficiently due to expertise and excellent skills in writing, analysis, presentation, communication, etc. (i.e. very limited or no input from the leadership team required) and management skills.
Excellent capability to speak and present TFS publicly at events (conferences, media interview, seminars), and building TFS network, brand reputation, fundraising/business development.
Analytical mindset consistently analyzes and communicate complex topics and contribute nuanced and insightful, novel perspectives (written and oral) in a compelling and coherent way, staying “ahead of the curve” in AI governance
Ownership of organization’s key work-streams/project areas including team and resource management, delivery of outputs, and coordination with other TFS activities with limited input from teammates and no supervision required

Demonstrated general management experience of entire profit & loss units (i.e. for business unit, research lab, start up, nonprofit) representing a yearly budget/revenue size of at least $1-2M USD with substantial growth*
Demonstrated people management skills of projects and organizations
Demonstrated nonprofit fundraising and development experience and skills from strategy development and execution including donor identification/segmentation, cultivation, solicitation cycle and campaigns etc.
Demonstrated program (research, product development/management, consulting), partnerships (joint venture, co-organized projects and events) and team management experience in international and multicultural contexts
