A user can get here by either pressing edit of the article if they are an owner of profile or channel of the Article or they are a collaborator . they also can get here when they choose to create an article , the article creation page will be the first step of the Article content creation modal see details here:

A user can add the following content to a section:
A single Video or course
A single Images
Text Box
A series of Stocks or a single stock
A Playlists
A series of Widgets or a single widget
A Feed
A series of Tags or a single tag
