2. Understanding Terms of Reference: 15 Points
Adequate and Detailed proposed methodology: 5 Points Understanding of the assignment based on the appropriateness of the work plan: 5 Points Work plan includes a list of the proposed personnel and the tasks that would be assigned to each personnel: 5 Points
3. Relevant years of experience on projects of similar nature, size and complexity: 5 Points

4. Three (3) reference letters on similar works must be submitted: 5 Points
