Consultants who fully comply with Stage 1: Preliminary Evaluation, will be further evaluated technically in Stage 2.

Stage 2: Technical Evaluation Criteria (80 points)
1. Qualification of key professional staff: 40
Team leader or key persons in the assignment must possess at least 25 years proven professional work of experience in Strategic Development and Performance Management System- 10 Points
At least 20 years proven professional work of experience in Human Resources Development- 5 Points
Key persons in the assignment must possess a lean six sigma Black Belt Certification. - 10 Points
Experience in undertaking Strategic and business planning of public enterprise or company -5 Points
Experience in organizational restructuring and change in management - 5 Points
Experience in successful Business Processes Re-engineering implementation - 5 Points

2. Understanding Terms of Reference: 15 Points
Adequate and Detailed proposed methodology: 5 Points
Understanding of the assignment based on the appropriateness of the work plan: 5 Points
Work plan includes a list of the proposed personnel and the tasks that would be assigned to each personnel: 5 Points

3. Relevant years of experience on projects of similar nature, size and complexity: 5 Points
1 years or less - 1 Point
2 years - 2 Points
3-5 years - 3 Points
6 years or more - 5 Points

4. Three (3) reference letters on similar works must be submitted: 5 Points

STAGE 3: Financial Evaluation
Only Bids that have passed the minimum technical score of 70% shall have their prices evaluated.

Overall Weights
Total: 100 points
Technical Proposal: 80 points
Financial Proposal: 20 points
Proposals from bidders should score at least 50% for the Tech Pro before Fin Pro is evaluated.
Only the bidder scoring a total of 50% and highest on the overall assessment shall be considered for the assignment.

Project Key Goals
This assignment aims to development a five-year ISBP to enable WVTC to execute its mandate effectively.

Scope of Services
Strategic Plan Development
Facilitate the development of a 5 year Strategic Business Plan for WVTC
Assist Management in the Validation of the Strategic Plan, Strategic Themes, Objectives and Key Performance Indicators (KPIs) by analyzing the actual baseline against the target organizational goals
Conduct an assessment and scanning different organizational environmental factors that may affect the smooth attainment of the WVTC goals.
Develop models for Strategy execution outcomes such as Strategic Maps, Annual Business Plans/Workplans
Present the Draft Strategic Plan to WVTC management, board and relevant stakeholders through a validation workshop
Design the final Strategic Plan for Media Presentation and Publishing
Provide any other value added services

Business Processes Re-Engineering and Organizational Development
Assess all functional processes and document the current (as-is) processes
Conduct comparative analysis of the current (as-is) processes/standards and benchmark with other available global standards
Identify all key workflow related pain-points among staff in all functions.
Conduct a gap analysis in the organizational structure, functions, processes and systems
Design WVTC’s to-be business processes, clearly showing functional interfaces and seamless workflows, and ensure alignment to the Strategic Plan
Review current organizational structure, skills and job functions and provide recommendations
Provide business automation recommendations relevant to the execution of the Strategic Plan
Design and implement change management initiatives to allow smooth transition of Strategic Plan, To-be Processes and any other organization transformation initiatives.

Strategic Plan Implementation through a Digital Performance Management System
Develop a suitable strategic management systems for the institution.
Facilitate the development of a performance reward system and policy.
Facilitate the development of WVTC performance agreements for all organizational levels
Design, Develop and Implement a Digital Performance Management System for WVTC
Training and capacity building on Strategic Planning, Business Process Management, Performance Management and Corporate Management.

Team leader or key persons in the assignment must possess at least 25 years proven professional work of experience in Strategic Development and Performance Management System
Should have executed Business Processes and Organizational Development projects whose outputs were a key input for organization-wide transformation
At least 20 years proven professional work of experience in Human Resources Development
Key persons in the assignment must possess a lean six sigma Black Belt Certification.
Bidders must provide a minimum of three (3) clients who may be contacted for references in connection with the scope of work.
These references should be current (not older than 1 year), stipulating the nature of work undertaken, the financial value of the services offered and where the work was executed.
WVTC reserves the right to undertake a full background check on all references submitted prior to awarding the contract.
