Project Key Goals/ Objesctive
This assignment aims to develop a five-year ISBP to enable WVTC to execute its mandate effectively. This consultancy work is funded by public resources and will follow procedures according to Public Procurement Act, Act 15 of 2015, requirements.
Financial Proposal (if required under the selection method indicated in the Data Sheet) shall be placed in a sealed envelope clearly marked “FINANCIAL PROPOSAL” followed by the Procurement reference number and the name of the assignment, and with a warning “DO NOT OPEN WITH THE TECHNICAL PROPOSAL.”
This outer envelope shall bear the submission address and reference number, and be clearly marked “DO NOT OPEN, EXCEPT IN PRESENCE OF THE OFFICIAL APPOINTED, BEFORE [insert the time and date of the submission deadline indicated in the Data Sheet]”.
Review the Vision and Mission in line with the Windhoek Vocational Training Centre (WVTC) mandate as provided for under Vocational Education and Training Act 1 of 2018; Review and ensure alignment of the ISBP to the national agenda and Windhoek Vocational Training Centre (NTA) mandate to promote, facilitate and drive vocational and technical training in Namibia as outlined in the policy framework e.g. Vocational Education and Training Act 1 of 2018, NTA Strategic Plan, Ministry of Higher Education, Training and Innovation, Ministry of Industrialisation, Trade and SME development and Industry Growth at Home Strategy, Vision 2030, Harambee Prosperity Plan 11, National Development Plan 5 and other relevant national documents; Identify key stakeholders that are of importance to WVTC and the impact that these stakeholders have on WVTC’s ability to achieve its vision, mission and objectives. Analyse the needs of the stakeholders as compared to the needs of WVTC, the ability of the stakeholders to block WVTC’s efforts and the level of power held by each stakeholder. Through a consultative process with internal and external stakeholders, identify key focus areas and develop strategic objective, interventions, as well as activities and develop a robust management and training framework with particular focus on Information, Communication and Technology (ICT) and eLearning and fostering symbiotic relationship with industry and stakeholders; v. Review WVTC business and operational structure, processes, resources and key performance drivers, Conduct comprehensive organisation risk assessments, financial and operation resource gaps and challenges and provide clear and practical solutions; Formulate and/or identify potential strategies to achieve identified or set objectives and key performance indicators for each of the Training Areas (Trades)that feeds into the general business plan; Draft & finalise the Five (5) Integrated Strategic and Operational Business Plan; and ix. Draft a Five (5) Year Operation Human Resource and Financial Business Plan. x. Minimum of 10 years hands-on experience in SOE strategic and business planning (Lead Consultant); ? Over 10 years of experience in undertaking feasibility for the establishment of a public enterprise or company (Lead Consultant); ? Over 10 years of professional experience in organizational restructuring and change management of public enterprises; Minimum of 10 years of experience in the operation, management or coordination of business operations of public enterprise(s) and/or subsidiary(ies) In-depth knowledge of Namibia and the environment in which WVTC operates ? Proven excellent communication in English (written and spoken) and facilitation skills; Highly motivated and committed to the values of transparency and integrity; Relevant Master’s degree in development, statistics, economics, finance or related analytical discipline (Key Consultants); Financial management experience with planning, forecasting, audit and business analysis; Excellent spoken and written communication; comfort reaching out to and interviewing the company’s management, employees, and customer base.
