Financial Proposal
Financial Proposal (if required under the selection method indicated in the Data Sheet) shall be placed in a sealed envelope clearly marked “FINANCIAL PROPOSAL” followed by the Procurement reference number and the name of the assignment, and with a warning “DO NOT OPEN WITH THE TECHNICAL PROPOSAL.”

Outer Envelope
This outer envelope shall bear the submission address and reference number, and be clearly marked “DO NOT OPEN, EXCEPT IN PRESENCE OF THE OFFICIAL APPOINTED, BEFORE [insert the time and date of the submission deadline indicated in the Data Sheet]”.

Deliverables
An analysis report of NAMF activities for the past 3 years identifying viable intervention areas to which NAMF can contribute successfully ensuring awareness, growth and development within the Metal Fabrication Sector (with a focus on local procurement). This analysis must clearly state the objective and purpose of the establishment of NAMF in relation to the Growth@Home strategy for the Metal sector.
A strategic operation plan for NAMF for the duration of 3 years outlining sustainable income generation methods as well as services tailored to the growth and development of NAMF and the Metal Industry aligned to the Growth@Home strategy, essential monitoring and evaluation practices, partnerships, structure & roles in operation and management. The strategic plan should provide a clear map of stakeholders (including MIT and GIZ) for the metal industry and identified communication channels.

Proof of minimum of years of experience of the bidder in providing railway rolling stock tracking and other services. (Letters of reference from previous clients to substantiate years of experience)

Supplementary information: Technical Proposal
A complete Curriculum Vitae (CV), certified qualifications and other documentation in support of the CV;
Proof of technical knowledge or qualifications or experience of staff that will carry out the work as specified in the deliverables; and
A profile of the company/consultancy firm/ consortium;
Proof of registration with Business & Intellectual Property Authority of Namibia (BIPA);
Affirmative Action Compliance Certificate or confirmation of Non-relevant Employer;
Good standing certificates (Ministry of Finance and Social Security Commission).
