Technical Proposal: 70 points
Financial Proposal: 30 points
Proposals from bidders should score at least 70% for the Tech Pro before Fin Pro is evaluated.
Only the bidder scoring a total of 70% and highest on the overall assessment shall be considered for the assignment.

Project Key Goals
The main objective of the project is to formulate the NHRD Strategy. As the strategy has broad implications for education; employment; training and development focused on managerial, technical and professional areas in all sectors of the economy, it is important that it is informed by in-depth and comprehensive knowledge of the above areas.

Scope of Services
The key activities shall include:
Synthesizing the background documents pertaining to human resources development and labour market in the country.
Providing a global perspective of human resources development challenges and needs, with particular emphasis on upper middle-income countries.
Assessing the current and future industrial development niche areas.
Conducting a national skills audit survey to establish current and future labour force demands for the identified industrial development.
Identifying technical skills, professional knowledge and competences needed to address the demands.
Developing strategies for addressing major human resources challenges (including graduate unemployment) in Namibia’s labour market.
Exploring how the tertiary education system could be positioned to address the identified skills needs.
Proposing modification to tertiary education funding to drive the implementation of the NHRD Strategy.
Formulating the NHRD Strategy, including an implementation plan to be integrated in all aspects of national, social and economic development.

Deliverables
The key deliverables for this project shall be:
An inception report
A report on global perspective of human resources development challenges and needs,
with particular emphasis on upper middle income countries
A report capturing an analysis of current trends in national human resource development including a synthesis on the status of supply and demand of human resources, sources of unemployment and capacity of education and training institutions as well as future industrial development niche areas
A national skills audit report.
An outline for the national human resources development strategy document.

Review of reports
A review committee of three members will review all reports and suggest any modifications/changes considered necessary within 15 days of receipt.

It is expected that experts participating in the consultancy should have postgraduate
qualifications in the following disciplines:

Human resources planning
Education
Demography/ Statistics

Payment
Payment shall be based on the completion of the project.
