Technical Proposal
The Consultant shall submit the CV’s detailing the qualification and experience of all team members.
Certified copies of qualifications shall be attached for Consultant’s team leader and team members.
Use Form NP.F-4 and include form in the Technical envelope.
An outline of recent experience on assignments / projects of similar nature executed in the last five years. Use Form NP.F-5 and include form in the Technical envelope.
A description of the way/manner the consultant plans to execute the work.
In the event a Joint Venture submits a proposal, the identification of the leading consultant.

Project Background
NamPower was established in terms of the Companies Act and mandated to provide cost effective, reliable supply of energy through generation, transmission, and energy trading. To archive these goals, NamPower needs an effective and reliable IT division with a formal and approved strategy. An IT Strategy is a comprehensive plan that outlines how Information Technology will support business strategy over a set of periods. A robust, coherent, and proactive IT Strategy means that NamPower can harness the power of IT, leverage the synergies between business processes, and capitalize on the efficiencies of the economies of scale. With the recent development of NamPower's Integrated Strategic Business Plan (ISPB), it is extremely important that IT division comes up with a strategy that best supports the organizational goals and objectives. The last IT strategic document came to an end in 2015, hence the company wishes to engage the services of an experienced consultancy company to facilitate the development of an IT Strategy aligned to the 2020 - 2025 NamPower's Integrated Strategic Business Plan (ISPB).

Eligibility
Bidders should submit a statement on past and present declaration of ineligibility, if any, by any local/international agency or any termination of contract for unsuccessful completion of assignment, giving adequate details to enable a fair assessment.

Authentic / original letter from a commercial bank indicating company’s Credit Bank rating
Delivered three (3) IT Strategy projects to similar size organizations in Namibia/SADC within the last ten (10) years
References letters or completion certificate indicating the scope of work done, when it was done and the contact person

STAGE 3: Financial Evaluation
Only Bids that have passed the minimum technical score of 70% shall have their prices evaluated. The lowest Price from the technically compliant Bids will be recommended for award.

Scope of Services
The scope of work to be carried out by the successful consultant includes the following activities:
a) To facilitate the review of the IT strategy that covers its vision, mission, goals, and core values.
b) Alignment of IT strategy to NamPower's ISBP
c) Analysis of Security and Governance requirements
d) An outline of the current and future IT projects and initiatives with timelines and milestones.
e) A catalog of existing enterprise architecture; IT capabilities and capacity.
f) A SWOT (Strength, Weaknesses, opportunities, and Threats) analysis of the IT division.
g) An analysis of internal and external forces that shape up current technology requirements and innovations (forces expected to shape up IT, e.g. Cloud Computing).
h) Current IT budget and spending forecasts
i) Provide a detailed IT strategic plan document
j) Human Capital requirements to support the IT strategy

Facilities to be provided by NamPower
NamPower will be responsible for the provision of all the relevant documentation which might be required during this process as well as arrangements for workshop venues, and all costs associated to internal arrangements.

Deliverables
An IT Strategy document aligned to NamPower's ISBP

Payment
Payments will be done on a monthly basis based on milestones completed and within 30 calendar days from the day an invoice is received by the Client. Payments will be made in Namibia dollars only.
