The purpose of this assignment is to appoint a suitable and experienced service provider with requisite capacity and expertise to create an online trading platform

Project Key Goals/ Objesctive
The purpose of this assignment is to acquire a system that should meet the following requirements
The clients shall have access to high resolution professional-grade pictures of the parcels as well as in-depth information on the breakdown of the composition of each parcel.
The platform should allow clients to be able to view the diamonds with confidence in the information provided to them.
The system should allow for future bidding process, when NAMDIA introduces the competitive bidding process.
The platform should be able to allow for automated appointment and results.
High security features, with encrypted authorized access and ensuring clients privacy.

Evaluation Criteria: Technical Proposal
The consultant is expected to submit an updated CV
The consultant is expected to submit a financial proposal, which should include the following:
Total fee for the consultancy additional expenses foreseen for the entire assignment (if applicable)
VAT (if applicable) should be quoted separately
proposals must indicate availability of the consultant(s) as per required timeline
The proposals will be evaluated according to the qualifications and requirements, as stated in the TOR, as well as regarding the total project cost

A complete Curriculum Vitae (CV), certified qualifications and other documentation in support of the CV;
Proof of technical knowledge or qualifications or experience of staff that will carry out the work as specified in the deliverables; and
A profile of the company/consultancy firm/ consortium;
Proof of registration with Business & Intellectual Property Authority of Namibia (BIPA);
Affirmative Action Compliance Certificate or confirmation of Non-relevant Employer;
Good standing certificates (Ministry of Finance and Social Security Commission).
