GIZ wants to promote chances for young graduates to enter the job market in Namibia. Therefore, the consultant shall hire one intern with preference for women or member of minorities as part of the team to conduct this study.
The consultant shall have transport and all the necessary equipment to execute the tasks as outlined in this ToR.

The lead consultant must have a bachelor’s degree in power/electrical engineering or other relevant qualifications.
A Master in renewable energy or any other relevant masters will be of added advantage
The junior consultant must have at least a diploma in Power/electrical engineering

Methodology
As part of the response to this TOR, the bidding consultant must provide a methodology of execution which takes into account that Phase 1 is to be seen as an introductory task, while Phase 2 being a follow-on, may only be carried out if there is an investment decision intention. The methodology broken down into Phase 1 and Phase 2 actions, is to be attached as a separate section / item under the technical envelope for evaluation and if awarded will be an annex to the contract. The methodology is expected to contain a timing plan as part of its make-up; a clear plan on the approach on how the Consultant will access the appropriate stakeholders, as well as how the Consultants will collect any necessary data relevant for the assignment and Key Personnel. GIZ intends to engage a consultancy firm with experience in undertaking studies for electrification using renewable energy or of a similar nature and complexity as the TOR expectations. The Consultant shall provide a team of competent experts with extensive experience from similar projects.
