Two Separate Envelopes (Consultant must submit the original and three (3) copies of the Technical Proposal, and the original of the Financial Proposal.)
The proposals should follow the form given in Annexures

Overall Weights
Total: 100 points
Technical Proposal: 70 points
Financial Proposal: 30 points
Proposals from bidders should score at least 70% for the Tech Pro before Fin Pro is evaluated.
Only the bidder scoring a total of 70% and highest on the overall assessment shall be considered for the assignment.

Project Key Goals
To review the current strategic plan to align it with latest ICT development and additional mandates given to the Authority

Scope of Services
Scope for Service:
Lead the Authorities executive team through the review process of the current strategic plan.
This include reviewing what was achieved during the first year of the current strategic plan and a strategic assessment of the Authorities achievements.
In addition, to lead the executive team through the updating process of the strategic plan and finally present a revised strategic plan with a revised Tier 1 strategic Map and revised Strategic Objectives and Strategic performance measures only.

Deliverables
A revised and updated strategic plan using the Balanced Score Card methodology.

Review of reports
A review committee of three members will review all reports and suggest any modifications/changes considered necessary within 15 days of receipt.

Experience of the Consultant
Consideration will only be given to bidders with accreditation to a Balanced Score Card Institute.
CRAN also requires that the bidder has the extensive experience of working in a diverse environment.

Evaluation Criteria: Technical Proposal
Criteria, sub-criteria, and point system for the evaluation of Full Technical Proposals are:
Specific experience of the Consultants relevant to the assignment: [25]
Adequacy of the proposed methodology and work plan in responding to the Terms of Reference:
Technical approach and methodology [30]
Work plan [10]
Organization and staffing [10]
Total points for criterion (ii): [50]
Key professional staff qualifications and competence for the assignment: [25]
The minimum technical score St required to pass is: 70 Points

Supplementary information: Technical Proposal
A one-page letter of introduction identifying the bidder and signed by the person(s) authorized to bind the bidder to statements made in the proposal;
A complete Curriculum Vitae (CV), certified qualifications and other documentation in support of the CV;
Proof of technical knowledge or qualifications or experience of staff that will carry out the work as specified in the deliverables; and
A profile of the company/consultancy firm/ consortium;
Proof of registration with Business & Intellectual Property Authority of Namibia (BIPA);
Affirmative Action Compliance Certificate or confirmation of Non-relevant Employer;
Good standing certificates (Ministry of Finance and Social Security Commission).

Notes
A record of previous similar assignments undertaken by the bidder.
Bidders must provide a minimum of three (3) clients (name, address and telephone number) who may be contacted for references in connection with the scope of work.
These references should be current (not older than 2 years), stipulating the nature of work undertaken, the financial value of the services offered and where the work was executed
