For smaller collages (up to 9 people), use Layout by Instagram

BUT if you want to make a collage with more people, use TurboCollage

which automatically puts your photos that you upload into a collage more than 16 people at a time (which our team uses to make our collages with hundreds of people)

Note: if you use the free download version (like we do), you can't export your collages into an image file, so you can simply screenshot your collage (this shouldn't matter because Instagram dimensions are a lot smaller than the computer

Steps

Download and install Turbocollage (the free version works)
