1/11 Oakley City Council FGPU Comment about agenda not being on Nextdoor → not good public engagement Said that they will do that literally asked presenter to take off mask “LESS THAN OR NO IMPACT to environment bc doesn't revision land use map” updated residential land use designation names but no change to underlying densities in addressing our comment about SLR versus FEMA 100 year flood GP document shows sea level rise under different scenarios with maps >> argues they are more protective than without consideration of flood BUT the maps don’t integrate into any policies will attempt to use updated population numbers they approved it and i am sad now 1/6 Agenda:

SPECIFIC ISSUES
>Engagement (or lack there of)
lack of actual community workshops (cite 2000 outreach) Does City feel like they have gotten diverse/substantial feedback? >Sea Level Rise
FEMA 100-year flood in not SLR - need to adopt projections Consistency throughout: climate adaptation should not only be in one section, but throughout (land use, transportation, utilities, hazards, etc) Add OPR guidance to support >Accountability

Conan Moats [conan moats <crmoats@yahoo.com> 415-846-3699] can facilitate and participate Former Mayor/current Council Sue Higgins [conan as well] Sue developed the GP while Anissa & George were elected because people didn't like the city direction. Conan is friendly via Democratic party with Sue and Anissa. Conan is disgusted by George. These are folks to include with council member discussions... I may add others next week: I'd like to be included with conversations with staff. “2020 General Plan Outreach The City held a series of community workshops to guide the planning of Oakley and development of the 2020 General Plan. “ When were the workshops? Climate change and sea level rise is not mentioned as a priority “In 2019, the City undertook a focused update to the General Plan to address environmental justice, climate adaptation, and mobility and to revise background information, the goals, policies, and programs, and the Land Use Map to reflect current conditions. The focused update did not result in significant changes to vision for the City and continued to implement the adopted Land Use Map, with changes limited to revisions to reflect General Plan Amendments that had been approved and a modification to two parcels to refine designation. The Focused General Plan Update was informed by community input, which was invited through a series of visioning workshops, an online survey, and opportunities to comment at four City Council Workshops.” What were the environmental justice changes that were made? How has the 2019 climate adaptation white paper been incorporated into the General Plan? * a paragraph about the Delta stewardship council on page 187 * language about air quality monitoring 196 * language about carbon sequestration “6.3.2. Develop open space uses in an ecologically sensitive manner, incorporating opportunities for carbon sequestration and use of native plants.” * language about groundwater * a full new goal on delta protection on page 202 7.4.6. Minimize impact of future development in the shoreline area on the environmental health of natural systems. 7.4.7. Protect the visual accessibility of waterways by avoiding future development that creates visual barriers adjacent to or along the water’s edge. 8.5.5. Where essential facilities and infrastructure are located in areas anticipated to be significantly affected by sea level rise, develop and implement measures, which may include relocation, at least 20 years prior to the projected sea level rise to ensure that facilities remain accessible and undamaged during flood events.
