Listening to opinions

In the event that an operational decision is to be taken which does not require the processing of a proposal for group consent, those responsible are asked to adhere to 2 basic principles:
Consult those who will be affected by the decision concerned
Seek advice from experts in the field in which the decision operates
In both cases, this approach has the advantage of leaving the responsibility for the decision entirely with the person making it, while encouraging natural regulation by the other actors in the system.
