Adding datasource to central grafana

To add a new data-source to Central grafana running on CI/tools cluster,

add a entry in the

clusters⁠

Map global variable a

the entry should be <cluster-id>:<teleport-app-name> , eg if I have a prometheus datasource in fennel-dev cluster and the prometheus app is named as fennel-dev-prometheus then the entry looks like

fennel-dev:fennel-dev-prometheus

Run pulumi up in the launchpad/ci project
