Digital Card
The ATP must deliver the Temporary Traffic Management National Training Program to the Participants in accordance with the relevant Statement of Service and the terms of this Agreement.
Within 30 days of the successful completion of the Temporary Traffic Management National Training Program by each Participant, the ATP must issue to the Participant:
A Statement of Attainment;
and As per The Department of Transport and Planning requirements a document in digital format which includes:

Statement
“A digital training card is issued by an ATP when an individual has successfully completed one or more temporary traffic management skill sets.”
The ATP must ensure that the Digital Training Cards are only issued to Participants who have successfully completed all assessment requirements of the Temporary Traffic Management National Training Program.
Upon request from a Participant to replace a lost Digital Training Card, the ATP must replace the Digital Training Card within reasonable time at no charge to the Participant.
In issuing the digital cards, the ATP ensures that they are complying with the Privacy Obligations as set out in the Section 16 of the Services Agreement.

12 REPORTING
12.1 General Reporting Obligations
The ATP agrees to comply with the following reporting requirements:
The ATP must provide any information reasonably requested by the Jurisdiction or Austroads in writing from time to time during the Term of this Agreement within 5 Business Days of the receipt of the request.
Within 5 Business Days of a Participant’s enrolment into a Temporary Traffic Management National Training Program(s) the ATP must provide a written report to the Jurisdiction and Austroads including the following details of the Participant:
first and last name
and unique student identifier
and legal name of employer (if applicable)
and Temporary Traffic Management National Training Program(s)
and enrolment date(s)
and state/territory
and contact telephone number
or contact email address
for the purpose of enabling the Jurisdiction or Austroads to review the ATP’s performance of its obligations under this Agreement, including to conduct the audits under clause 20.
Within 5 Business Days of a Participant receiving their Statement of Attainment for a successfully completed Temporary Traffic Management National Training Program(s), the ATP must provide a copy to the Jurisdiction and Austroads of the Participant’s received Statement of Attainment including the following details of the Participant:
first and last name
and unique student identifier
and legal name of employer (if applicable)
and Temporary Traffic Management National Training Program(s) and Statement of Attainment date(s)
and state/territory
and contact email address
or postal address.
Within 5 Business Days of the end of each fiscal quarter, being the months of March, June, September and December, for the duration of the Term, the ATP must provide quarterly written reports to the Jurisdiction and Austroads that include the following details:
details of Participants that failed to obtain a Statement of Attainment;
and any other details about Participants required by the Jurisdiction or Austroads from time to time.
In the event there is any change to the ATP’s nominated contact or notice details, the ATP must immediately provide Austroads and the Jurisdiction with written notice including the ATP’s updated details.
The ATP must provide to the Jurisdiction or Austroads, if requested in writing, the documents set out in clause 13 within 5 Business Days of the receipt of the request.
The ATP must provide the reports specified in Statement of Service (if any).
Where there are any changes in relation to the ATP, its Personnel or a Trainer, including any changes to the ATP’s ability to perform its role and discharge its obligations under this Agreement, the ATP must inform the Jurisdiction in the form of a Trainer Withdrawal Notice.
The ATP must comply with any other reporting requirements as notified by the Jurisdiction or Austroads to the ATP in writing from time to time during the Term.
12.2 Reporting Format
The ATP must provide all documentation, including the reports under this Agreement and the documents specified in the Statement of Service, in the format and on the medium reasonably notified by the Jurisdiction and Austroads from time to time.
Unless otherwise specified by the Jurisdiction or Austroads, all documentation deliverables should, as a minimum, be provided in an editable, electronic format.
12.3 Legislative Reporting Obligations
Without limiting Jurisdiction’s rights, the ATP acknowledges that the Jurisdiction and Austroads propose to work collaboratively with ASQA by communicating potential training quality issues and risks, including allegations of National Vocational Education and Training Regulator Act 2011 (Cth) breaches, relating to the ATP’s performance of its obligations under this Agreement.
The ATP consents and authorises the Jurisdiction or Austroads to release any such information to ASQA as the Jurisdiction or Austroads considers reasonably necessary to fulfil its obligations under clause 12.3(a).
13 ATP RECORD KEEPING
The ATP must maintain records and documents relating to its delivery of all ATP Training Programs including:
enrolment forms;
Austroads Temporary Traffic Management National Training Material, Localised Content and any other material used to deliver the ATP Training Program
Statements of Attainment confirming a Participant has successfully completed a Temporary Traffic Management National Training Program as specified in Schedule 2
and attendance registers as specified in clause 13(d), for a period specified in the State Records Laws in the State or Territory of Australia relevant to the Jurisdiction and the ATP.
The ATP must maintain, follow and continuously improve the following procedures to best industry practice, and provide evidence of the procedures on request by the Jurisdiction:
the process and manner by which Participants are notified during the delivery of the ATP Training Program
a monitoring and evaluation process for its Personnel to ensure compliance with its obligations under this Agreement
a process for handling complaints of Participants, in accordance with ASQA standards
the use, management and continuing accreditation of Trainers
record keeping; and all other procedures required to be undertaken by the ATP in this Agreement.
The ATP must:
maintain, follow and continuously improve processes for the validation and moderation of assessment in compliance with the VET Qualification Framework requirements and provide evidence of the processes to the Jurisdiction on request by the Jurisdiction;
participate in validation and moderation activities from time to time as required by the Jurisdiction at the ATP’s own cost;
incorporate the outcomes or results of validation and moderation activities in its continuous improvement of its delivery and assessment strategies and maintain records of any changes made to its delivery and assessment strategies as a result;
and not certify that a Participant has completed the relevant Temporary Traffic Management National Training Program unless that Participant has successfully completed each requirement and associated assessments (or unit of competency) and received a Statement of Attainment.
The ATP must keep attendance registers for the ATP Training Programs, including the following details:
the names, phone numbers, and contact addresses of the Trainers and the Participants;

the dates when the ATP Training Program was delivered;
the results of the assessments of each Participant;
the original assessment forms completed by each Participant;
and the Austroads Temporary Traffic Management National Training Material and Localised Content used by the Trainer (including superseded versions). The ATP must maintain all other records (including financial) as required by Law.
The ATP must ensure that any assessment marking guide forming part of the Austroads Temporary Traffic Management National Training Material is only accessible by appointed trainer.
The ATP must provide persons who enquire about undertaking an ATP Training Program with accurate information about the following matters prior to such persons becoming Participants with the ATP:
applicable eligibility requirements or criteria for a person to undertake the ATP Training Program;
a description of the ATP Training Program that delivers the Temporary Traffic Management National Training Program including the following details relating to such ATP Training Program:
the method for delivery adopted by the ATP;
the modules required to be completed by any Participant;
the format of the assessment required to be undertaken by any Participant;
the duration
and any other information specified in the Statement of Service
the ATP’s fees for providing the ATP Training Program

any additional requirements required by the Jurisdiction for the Participant to be approved and practice after obtaining a Statement of Attainment.

3. Specific Requirements for Entrants
Eligibility:
Must hold the unit CPCWHS1001 - Prepare to work safely in the construction industry (White Card) or its equivalent.
Must meet any additional conditions stipulated by the relevant State or Territory Transport Agency:
Age Requirement: Participants must be at least 18 years old.
State/Territory Transport Agency Conditions:
Any additional conditions or requirements stipulated by the relevant State or Territory Transport Agency must also be met by the entrant.
In Melbourne, Victoria, the state-specific requirements for the combined Traffic Controller 1 (TC1) and Traffic Management Implementer 1 (TMI1) courses are governed by VicRoads, the state’s road and traffic authority. Here are the additional local requirements you need to comply with:
Accreditation and Registration
Approved Training Provider (ATP):
The training provider must be registered with the Victorian Registration and Qualifications Authority (VRQA) or the Australian Skills Quality Authority (ASQA) as an RTO.
Must be approved by VicRoads to deliver the TC1 and TMI1 training courses.
Entry Requirements
Construction Induction Card (White Card): All participants must have a valid Construction Induction Card (White Card) before enrolling in the course.
Age Requirement: Participants must be at least 18 years old.
5. Practical Training and Assessment
Practical Training:
Practical training must be conducted in a real or simulated environment that reflects actual traffic management scenarios in Victoria.
Participants must complete a minimum of 20 hours of practical training for TC1.
Participants must complete at least three different types of setups for TMI1.
Assessment:
Practical assessments must be conducted by a VicRoads-approved assessor.
In cases where direct observation is not feasible, video evidence or third-party reports may be used, subject to VicRoads approval.
6. Compliance with VicRoads Guidelines
Temporary Traffic Management Plans:
All training must adhere to the VicRoads Worksite Traffic Management (WTM) Code of Practice.
The method for delivery adopted by the ATP
Course Delivery Method
The combined TC1 and TMI1 course uses a blended delivery approach, incorporating both theoretical and practical components to ensure comprehensive learning. The delivery method is designed to meet the requirements set out by Austroads and the relevant State/Territory Transport Agencies.
Components of the Delivery Method:
Classroom-based Learning
Duration:
Day 1 and Day 2: Theoretical instruction for both TC1 and TMI1 skill sets.
Day 3: Practical application and assessment.
Practical training is conducted in a real or simulated environment that reflects actual traffic management scenarios.
Practical Activities: Setting up and managing temporary traffic control stations, Implementing traffic management plans.
Positioning and programming portable traffic control devices, Controlling traffic using stop-slow bats and portable traffic control devices, Conducting pre-start assessments and risk assessments.
Post-course Practical Training
TC1 Practical Experience:
Participants must log at least 20 hours of practical training experience in a temporary traffic management workplace.
Practical assessments will be conducted in a live traffic scenario under supervision within six months of completing the theoretical component.
TMI1 Practical Experience:
Participants must complete at least three different types of setups based on Traffic Management Plans and Traffic Guidance Schemes relevant to their working conditions.
Practical assessments will be conducted within six months of completing the theoretical component.

Written Examinations
Conducted under standard assessment conditions.

Cover the theoretical knowledge required for traffic control and management, including safety protocols, risk management, and regulatory requirements.
Practical Assessments
On-Course Practical Assessments
Simulated Environment:
Practical activities are conducted in a simulated environment to ensure learners acquire basic skills before moving to live sites.
Learners practice setting up traffic control devices, operating portable traffic control devices, and positioning signs according to a Traffic Guidance Scheme (TGS).
Learners use two-way radios for communication and perform tasks under supervision.
Checklist:
Assessors use a detailed checklist to record observations and ensure all tasks are performed correctly.
Includes verification of appropriate PPE use, correct positioning of signs and devices, and effective communication.
Post-Course Practical Assessments
Logged Practical Hours:
Learners must log a minimum of 20 hours of practical training experience within six months of completing the formal instructional sessions.
Practical training must be completed in a live traffic environment under the supervision of a qualified and licensed traffic controller.
Live Traffic Situations:
After logging the required practical hours, learners undergo a practical assessment in live traffic scenarios.
Tasks include setting up three different TMPs/TGSs relevant to their working conditions.
Learners must demonstrate their ability to apply theoretical knowledge in real-world settings effectively and safely.
