Section 2.3: Gift Card Incentive Program

Our Gift Card Incentive Program was initiated in collaboration with the county to encourage participation in the Hepatitis A vaccination among individuals at high risk, particularly those experiencing homelessness. Contract funds were allocated to procure $20 Walmart gift cards, which were exclusively offered to eligible vaccine recipients within the target high-risk population. It's important to note that homeless provider staff members were not eligible to receive these gift cards, ensuring that the incentive was directed toward our intended beneficiaries.
The gift cards were specifically intended to assist recipients in purchasing essential items such as groceries and toiletries, promoting their well-being and addressing immediate needs. It was explicit that the gift cards should not be used to purchase alcohol or cigarettes, reinforcing our commitment to supporting the health and welfare of our target population.
To ensure transparency and accountability, CFH developed patient receipt forms that included essential details such as the assigned gift card serial number, store location, recipient's name, date of distribution, and signatures from two CFH staff members. These forms were diligently collected at each event and archived alongside other event-related documentation. This meticulous record-keeping allowed us to track and validate the distribution of gift cards accurately.
As part of our commitment to accessibility and responsiveness, we trialed the purchase of gift cards from alternative retailers such as Target to provide choice to our recipients. However, based on feedback and preferences from the majority of individuals, Walmart gift cards remained the preferred option. Consequently, we continued to source gift cards from Walmart to maximize their usability and impact.
It's important to note that the Gift Card Incentive Program operated until the county's decision to sunset the service at the end of November 2023. Throughout its duration, this program served as a valuable tool to incentivize vaccination participation and improve access to essential resources for our high-risk population, aligning with our mission of promoting health equity and well-being among those experiencing homelessness.
