Norma is more to blame for Arthurs death then Mr. Steward is. Norma pressed the button, fully knowing that someone she “didnt know” would die. Saying Mr. Steward was to blame here, is like saying a gunsmith that sold someone a weapon is responsible for when they kill someone with it.
