Scheme and plot.

Requisitions

Players may spend Requisition Points, posting them publicly as well as recording them on their Order of Battle. They may also add or remove units to their Order of Battle at this time.

Assignment

Each player must divide their Order of Battle into a number of Divisions, containing at least one HQ unit and one non-HQ-unit.
Next, assign each Division to a Hex you control, or to open space. Divisions of 40k units on a planet are known as a Garrison, while those in space are called a Battlefleet. These categories are collectively referred to as Division Types.

Scheming

Once all players have assigned their Divisions, each player secretary decides on a course of action for one of their Divisions.
Divisions may take different actions, depending on their Division Type (see ).
While these choices are secret, any player may choose to share their plans with any or all players, if they so choose. Players may also declare one Support action during this phase, or trade resources and make deals with other players.
When all players have finalized their decisions (or, optionally, an assigned time limit is reached) their choices are revealed to all players. If any players have remaining Divisions which have not been assigned an Action, repeat this step until all players are finished. If a player has no remaining Divisions, they may still use Support actions or make deals during these phases.

Lies, Damned Lies, and Politics

Players who wish to make deals with each other may trade any resource they possess, reveal any information they know, or make promises to perform certain actions. When you start a campaign, choose one of the following options:
Word of Honor: Players must be honest in their dealings; they cannot share false information, and they must stick to promises they make. All promises expire at the start of each Strategic Phase, ensuring a minimum time frame where players can be trusted.
Knife in the Back: Honor is for chumps. Players may lie or break promises they made freely, but those betrayed are free to make this information public.

Trickery

In this phase, players have one last opportunity to make a Support action. Some Support actions may only be used in this phase.
