Exciting News from the SAVVI Team

by Mevish Khalid, Published 23 December 2025
SAVVI, short for Scalable Approach to Vulnerability via Interoperability is all about harnessing the power of data to make a real difference. Our mission is to help public services identify, assess, and support people at risk of poor outcomes, whether that’s homelessness, child poverty, or even being unable to evacuate during a flood. By developing open data standards, practical guidance, and innovative tools, SAVVI enables a truly coordinated, multi-agency response.
Now, in Phase Four, having agreed with MHCLG an ambitious programme to scale SAVVI, we are delighted to share that Andrew Humphreys has stepped into a new role as SAVVI Delivery Manager. Andrew has been an integral part of the SAVVI journey since joining the team in Phase Three back in 2022. Bringing extensive experience from public services that support vulnerable people including criminal justice, homelessness, social housing, and welfare-to-work, Andrew has played a key role in shaping our approach. As SAVVI Coach, he worked closely with partner projects and helped refine our engagement platforms.
This change reflects our commitment to scaling up SAVVI’s impact and supporting more organisations to adopt the SAVVI methodology, and the resourcing for Phase Four from MHCLG. Andrew will lead efforts to ensure that SAVVI delivers real-world outcomes helping localities use data to support vulnerable people effectively.
As he steps into his new role, Andrew shares his reflections and excitement about what lies ahead.

About eight years ago, I took the leap out of salaried employment specifically to focus on projects that improve public services for those in greatest need with my initial ideas about preventing avoidable poor outcomes such as hospital readmissions by using data from across the system, which is what first attracted me to SAVVI in 2022.

I was delighted, following SAVVI’s success over the last three years, to have been asked to increase my commitment to the project by taking on the role of SAVVI Delivery Manager.

I am particularly excited to be helping more public sector organisations successfully implement the SAVVI approach and achieve real world outcomes from supporting vulnerable people in their localities. I am also looking forward to seeing SAVVI develop as a competency as we roll out the SAVVI training and accreditation programme and am keen to contribute to the expanding support across government for addressing vulnerability through data standards, guidance and data sharing legislation.
