In the colony, there is a social hierarchy, the closer people are to The Great Truce the higher one they are in this hierarchy (athletes are extremely well regarded, producers are well regarded but less so than athletes, when people who are not interested in this event are not well regarded). There is not much different culture.
The militia of the colony (the security and the guards) are like the citizens, but nobody really know them, they have more right than the others but nobody is officially aware.
The higher you are in the social hierarchy, the most privilege you have.
