Create Sphere → scale up a bit → make editable

Select Sculpt mode:

Draw → in Setting → Strength: 100%

Flatten → Size: 100

Use top, side and front view to sculpt the sphere to a brain shape (hold L click mouse)

To further modify the brain shape:

Sculpt → Draw → Basic → tick Link Size and Link Strength; Setting → Size: 18
