SCS Guidelines for Meeting CDC recommendation

If class size cannot meet requirement during winter or summer season, must be remote.
Examples
Class size of 24, it can hold two cohorts with 12 per class and meets Winter Hybrid requirement. During summer, meets Summer Normal requirement and can go back full time.
Class size of 16, meets Winter Normal model requirement. During summer, meets Summer Normal model requirement.
Class size of 8, meets both Summer and Winter Normal model requirements.
