Voting Logic
Each person has a first, a second, and a third choice vote to distribute amongst the topics; a person can only submit one vote per topic.
First choice vote counts as plus three, second choice as plus two, and third choice as plus one in total vote tallies. A topic with two first place votes will have a Total Vote Score of six. Results are sorted by Total Vote Score and then Total Voters.
