Budget rules

You cannot have a budget with no tags assigned.
You cannot have a budget with tags assigned but zero amounts.

Deleting Budgets

A budget cannot be deleted. You need to have at least 5 tags. Any attempt to delete tags when there are 5 left is not allowed.
